The Comprehensive Plan, the County’s guide for land use, underwent an updating process beginning January 2014. The update was a requirement of Arizona State Statute 11-805 to ensure that jurisdictions across the state met requirements of the Growing Smarter legislation enacted in 1998 and updated in 2000.
The newly updated Comprehensive Plan was adopted by the Board of Supervisors in 2015, and has been implemented and supported by county Area Plans and the Zoning and Subdivision Ordinances. This plan was developed with extensive public participation and stakeholder input, and has illustrated the value in collaborative planning based on partnerships and visionary planning guidelines.

Zoning Ordinance Updates
The Coconino County Zoning Ordinance is in the midst of an update. The Community Development Advisory Committee meets with planning staff to discuss edits and additions to the code; meetings are held at 3:00pm on the 3rd Thursday of every other month at the Community Development department (2500 N. Fort Valley Road, Building 1). The meetings are open to the public and feedback is encouraged.

The Bellemont Area Plan is undergoing an update process which, when complete, will set the vision for the Bellemont area for the next 20 years. Supervisor Matt Ryan of District #3 invited a number of Bellemont residents and business owners to serve on the update committee, which meets on the 3rd Wednesday of each month at the Bellemont Fire Station at 6:00pm. Anyone with an interest in Bellemont is welcome to attend the meetings and give feedback.

The Update Process
The update process and schedule can be viewed by clicking here. This process is happening concurrently with a Joint Land Use Study (JLUS) for Camp Navajo, the Naval Observatory, and the Bellemont Community. A survey for the JLUS is available here.
